This proposal aims at adding a quick access menu at the top of record pages. To limit the number of sections, current sections would be rearranged with subsections.
The final outcome will be:
top of the page
on scroll
normal size
normal size with long section names
normal size with section names too long
reduced size
For the sections, two new sections would be added:
Resources and links - this will group all online resources
Downloads
API
Associated content - this will group all internal links
Source datasets
Associated reuse
Associated service

Many features are being added, like feature catalog, service capabilities... see other proposals.
This results in the page getting even longer and harder to scroll.
The quick access menu allows the user to navigate easily between sections in the page.

Scope
This proposal affects the dataset page.
The HTML section heading elements will also be reworked to improve accessibility.
The new display of cards lists is not part of this proposal (see #1138).
