Review fixes

- Now for labels, we are asserting against a pre-defined dict of expected labels, not each label separately.
- Added a VALUE_NOT_CHECKED sentinel value to skip checking certain labels for now, like cluster_name, location.
- Removed all underscore constants
- Tried to make asserts more readable
