figure out how to maintain the repo for muitple HPRC release

How should this repo be maintained with multiple HPRC releases (and paper vs general purpose hubs)?

It would be good to avoid duplicating repo. Perhaps with branches as well
as conditional builds for a give year?

I think we can solve this with branch naming, like Y1_paper, branch that to Y1_general, Y2_dev (and then make releases to provide a proper freeze)
