Add caching to registry github proxy worker

The github proxy cloudflare was created to proxy requests to github-based registries in order to avoid rate-limiting.
It mostly works but apparently we still see rate-limit errors in some cases. These can very likely be avoided by adding a simple cache for requests with something like a 10s TTL
