  • Added PAPI SDE that counts flops.

  • Revised Queue class to allow creating Queue from an existing CUDA/HIP stream, cuBLAS/rocBLAS handle, or SYCL queue. Also allocates streams and workspace on demand, to make Queue creation much lighter weight.
