People in search options move layout after delay

The bug

The people section in the "Search options" popup only appears delayed. This moves everything down making it very hard to click on the appropriate element of the search options without waiting for the faces to load first.

It would be great, if the people section had a placeholder or minimum height, so the layout would not jump after it has loaded.

Reproduction steps

1. Click "Search options" buttons in the search bar
2. Wait for "Search options" popup to appear
3. Wait some more for the people section to appear
