Add the possibility to add Measurements units without Internet Connection

When the usar want to add a category or a measure unit, if there are not internet connection, the app dispatch an popup

I think the app should not have to need internet connection to do this.
At least in the development environment.

For this feature I have create a new Branch in my forked respository called offline-feature. Can you create this branch in the main repository and later I will create a PR. This is for testing purpose
