Idea: Push notifications for offline users

Even fully offline users might want to get certain types of notifications.

Use cases: Find out about hitting community goals that you contributed to when you were online or new users joining a room for the first time.

Should have a way to tailor exactly which ones you get.

If notifications are triggered by online users, this could be sent by the PartyKit server without requiring any additional infrastructure.
