Add a My Alerts Page

Problem

Users want to see alerts only with their regions of interest.

Proposed Solution

Add another item in the navigation bar or a filter on the page and filter the results based on the current user's regions of interest.

For efficiency purposes this might be a good default view on the data?

@ismailsunni, could you please determine whether this is relevant to phase 1 or phase 2 and configure the milestone accordingly.

Perhaps we can add filter in event dashboard to choose all events or my regions of interest. I think we can do it in phase 1 (assuming we are still in phase 1).
