Add extension to top level dropdown

I'd like to be able to promote an individual extension to the top level dropdown for easy access. There are individual extensions I turn on and off often and this would be quicker than diving into submenus or having to create a new context for every single individual extension.

A way you could implement this is to have another special context container similar to "Always-enabled Extensions" called "Always in top menu". Any extensions added to this special container will show up in the top level menu below the contexts.
