Опишите функционал который бы вы хотели / Describe the solution you'd like:
Улучшить реализацию @Retry в модуле resilient-kora, и исследовать как добавить туда jitter конфигурацию, и/либо добавить также функционал шаблона RetryBudget

Вся функциональность также должна настраиваться через конфигурацию
