Delete sqrbot-jr and templatebot

These bots are now supersceded by sqrbot and templatebot running from
phalanx: https://github.com/lsst-sqre/phalanx. Further, these bots were
pointing to the original LSSTC Slack, which we are no longer using for
Rubin project work.
