IDEA : HARA-KIRI admin command

As all nodes watch event coming from the Archipel chain,
HARA-KIRI command can by propagated by administrator for a specific node compromised or in a risk of been able to be compromised. ( intrusion alarm on the node location etc ... ).

When a node received this event, it will erase all sessions keys from his device and kill himself.
