av1an 0.4.4 no longer shows the selected CRF values in the log for --target-quality, --log-file argument ignored #918

previously the log would look like this, making it easy to know what values it's selecting and why

now the log looks like this, and is frankly unreadable

in addition, the argument to change the log location is now ignored, putting all logs into logs/av1an.log.DATE

i'm no expert in rust, but it looks like with the new tracing target_quality.rs didn't get it enabled?
