Package and Release

We currently do not have any support for packaging or releasing this project, which renders it completely useless for anyone who wants to use it as something other than a submodule via git and/or cmake. We should start by defining install targets in cmake and hopefully through a series of well defined and properly planned steps, we can do things like publish it on nuget. @a6guerre @cstap14 I will try to delegate some of this work when it is appropriate, but given our respective levels of experience fighting with cmake and GitHub actions, I will probably do the majority of this work.
