Deprecated packages weren't pointing to their source library, but their Definitely Typed name. This is the same over 90% of the time, but is occasionally incorrect.

Not new-to-old, as before. Also publish the newest version in the root, instead of the oldest version.

Electron dependents are now expected to pass

Remove electron dependents from dtslint-runner 'expected failures' list.

1. Add 4.0 to shipped versions.
2. Add 4.1 to supported versions.
3. Remove 3.0 from supported and shipped versions.
