Upload failed due to homepage_url not being a "file reference"

Only change to the manifest from last time is the version number. Same zip file was accepted by Chrome store. It's appears to be complaining about the homepage_url (manifest attached).

Okay, looks like we've fallen foul of a known bug in the system. Hopefully it will be fixed soon. For now we'll just upload without that manifest parameter.
