I created an empty folder and opened VS Code Insiders there.
I then ran pythonGetPackages and noticed I always get an "Error refreshing packages" error notification.
The notification makes sense, considering that the folder is empty and contains no package information at all.
Still, could the error be more descriptive in this case, e.g. "No packages found" or "No environments found"?
