Python line is sent before REPL is opened

Testing #22925

After clearing the cache and reloading the window, the line is sent to the command prompt before the python repl is created.

I added code to wait much as possible (race condition with certain time and watching Terminal to check if REPL launched) until the REPL launches to send the code to REPL. Looks like it improved alot for very first command that user runs, but may not be sufficient enough for Python: Reload and Clear Cache :/
