Cache IDL generators using BuildJet

Cache the hidden folder that caches IDL generators, such as Shank and Anchor, using buildjet/cache.

Inputs:
- path: Path(s) to cache. Defaults to ./.crates/.
- key: A unique key prefix for the cache. Defaults to idl-generators.
