Bring the documentation for boss_db into the repository #6

The documentation for boss_db is currently located underneath ChicagoBoss repository and by that out of our control. It's also really difficult to translate a version of boss_db to the correct documentation in the CB repository.

So let's bring the documentation "home" to boss_db again. Take the information in the .html file and create a .md file of it.
