[GH Request] Broken ReadTheDocs configuration for XBlock repo

Problem/Request

I'm trying to merge the PR openedx/XBlock#815 but merging is blocked because of a ReadTheDocs error. I think it need to be resolved from the ReadTheDocs admin UI.

I poked into this when it came up in Slack. Oddly I wasn't able to find where this is being triggered from in the repo. Maybe something in docs.openedx.org kicks it off? RtD has two configurations set up for XBlock, both are showing this error currently:

RtD get run off of webhooks. The RtD user was getting permissions from the old 2U legacy group. Gave the new RtD user write on the Xblock repo, which fixed this issue. Feanil is going to add a repo check for this user to be added to other relevant repos.
