Migrate FR image bucket from US to EU

We need to copy the images to the bucket in the new region before we switch.
I am not sure how easy it is to copy the images over.

Expected Behavior

Store FR images in an EU bucket

Actual Behaviour

Images are stored in US

@RachL I did some tests, we can't switch buckets to an other region right now as not all images are supporting the region configuration for theirs urls. Actually, only Spree:Image is supporting it right now. We still need to work on Enterprise, EnterpriseGroup and Taxon. I will try to take a deeper look on this.

@pacodelaluna then can we only switch our backups to EU? It's the most significant problem regarding GDPR.

First I will update the configuration manually, then check that everything is working fine, and finally update the configuration setup.

It is working fine, I just updated the config after the new deployment and it worked as expected, we can see the new backup on the new bucket.

I just made a small PR to update the configuration secrets, https://github.com/openfoodfoundation/ofn-secrets/pull/55.

@sigmundpetersen it's done for the backups, but not for the images. I need to rewrite the issue 👍

The French server is using a bucket in eu-west-3.

@mkllnk for backups but not images... one day we would love to not rely at all on US server so I will keep it open if you are okay with that.
I will suggest to FR to add it to their funded features
