Consider:

  • Popup for "What's Next" - steps to evaluating groupings, submitting to CEP, considering various funding sources
  • How can we help with participation rate increase? Messaging?
  • Maybe a modal on first arrival at a district detail to indicate how to edit the district and add their numbers
  • How easy is it to just recalculate with the direct edit of a group? Does this even make sense?
