Add option to grouping calculations (e.g. NYCMODA) that tries to require certain schools

Some school districts have constraints where the optimal groupings for reimbursement may exclude some schools that would not be feasible from a political / community perspective to exclude.

E.g. Oceanside has schools on Camp Pendleton that are low ISP, and would be excluded, but it is not really feasible from a PR perspective to exlude military schools from the CEP benefit.

Idea is to possibly add an option to the Monte Carlo NYCMODA grouping calculation to ensure that an "improved step" does add those "required" schools as part of the CEP qualified groups.
