Visual Studio Debugger download fails (vsdebugger.azureedge.net)

Hey there,

we are using the Bindings Tool to download dependencies for offline building.
Since somewhere between the 11.01.2025 and 16.01.2025 we get the following error:

#7 20.73 thread '<unnamed>' panicked at 'Download of https://vsdebugger.azureedge.net/vsdbg-17-12-11216-3/vsdbg-linux-x64.tar.gz failed with error https://vsdebugger.azureedge.net/vsdbg-17-12-11216-3/vsdbg-linux-x64.tar.gz: status code 409', src/deps.rs:128:33

When trying to access it using curl curl -v https://vsdebugger.azureedge.net/vsdbg-17-12-11216-3/vsdbg-linux-x64.tar.gz or the browser we see the same 409 status code with a small response about not permitted public access

<Code>PublicAccessNotPermitted</Code><Message>Public access is not permitted on this storage account.

Its in the packeto-buildbacks/dotnet-code and comes originally from paketo-buildpacks/vsdbg

Anyone experiencing the same issue or knows something about it or somewhere to ask?
