Есть идея сделать bash-make файлик с командами .

  1. Команда собираем зависимости композера
  2. Ставим сайт через drupal консоль или драш
  3. Устанавливаем UUID их system.site.yml
  4. Импортируем конфиги..
  5. Чистим кеш

А чем композер не нравится?
да, там не все так гладко, но вроде должны быть в нем какие-нибудь пре-пост-инсталляционные скрипты, которые можно дописать, чтобы что-то "нестандартное" собирать.

Не пробовал композером что-то другое делать кроме сборки пакетов..
