用户数据包传输冲突问题 #2

当前的版本中用户数据的传输是有冲突的，原因是程序中预测数据包发送时长的代码有问题。
这个问题在a7ad541b16bdaec4e3778816d5b45cb429653715中得到了临时性的解决，方案是只让一个时隙发送最多一个用户数据。

后续发现了一个新问题，即上面的commit没有考虑在时隙中间部分到来的数据包，在这种情况下会有冲突；另外发现估算包长的部分代码存在问题。
