Plugin configuration

The idea of plugin configuration has come up a few times, and I think we're starting to see some places where there could be real value and use.

Goals of this discussion:

• Document places where we would like to use plugin configuration to improve the software
• Discuss implementation strategies

in palm-dbt we would like to be able to configure a default for deps/no-deps at the project level, so that users who are not using the default do not have to provide the option on each run. See comment here: palmetto/palm-dbt#14 (comment)
