This is the tracking issue for adding XCM support in polkadot-sdk smart contracts

Integrate XCM support in SCs. Multiple ways to go, first step is research and hopefully replicate what other SC Polkadot Parachains are doing (Moonbeam, Astar, etc). Don't reinvent APIs unless there are very good reasons.
