Typescript required some files in a chipper branch to be declared in https://github.com/phetsims/perennial/blob/bb177f66ff54f5e03ea3adfc25c776e5d87330e6/tsconfig/buildjson/tsconfig.json. Since that was in a chipper branch, creating a similar perennial branch for that change.

See phetsims/joist#992, phetsims/chipper#1532.

Was accidentally pushed to main in a0f3d4a. I reverted it and then pushed it to fluent.
