Upgrade to polkadot sdk stable2412

Let's keep the repo up to date with the changes from the SDK.

Merging and releasing these changes should be blocked on the XCMv5 audit being completed, but the integration can already start.

This means when 2503 comes out we should have fewer changes to integrate, which is important for releasing AHM in a timely manner on Kusama.

Upgrading to stable2412 and releasing it is needed to ship Elastic Scaling. I am not sure I understand how this is coupled to the 2503 release for the Plaza upgrade. I think these should be separate release, to not delay Elastic Scaling.

Not coupled to, just a requirement for. Happy to bump the version of the plaza release to 1.6 if 1.4.x isn't a suitable version for changes in between now and end of April.
