Wholegraph currently contains its own implementation of a logger in https://github.com/rapidsai/cugraph-gnn/blob/branch-25.02/cpp/src/logger.hpp. The project would probably benefit from switching over to the new rapids-logger library. That library distills common logging practices from across other RAPIDS libs and provides a comprehensive logging API.
