Describe the Change
This PR introduces a README file template (README-template.md) for packs as a part of the pack-central repository. The template outlines the essential requirements for pack creators to follow when creating a pack README file. Moreover, an example README (README-example.md) has also been included to help the pack author better comprehend the structure and content to be included.
