Update galexie for compliant with P23

What would you like to see?

CAP 66 (State archival):

Decide/design stance on archived entry garabge collection
Support meta changes from CAP 66

CAP 66 (Unified events):
Data lake backfill

Update to latest Galexie image
Parallel backfill from genesis with classic events
