[feature] Allow modification of Domain Permission Drafts before accepting

With the addition of Domain Permission Subscriptions we now have the option to automatically get new Permissions as drafts automatically, the current default for the Draft is to fill the Private comment with the URL of the subscription and a blank Public comment.

I would like to be able to modify the comments and maybe even the domain itself to, for example remove a subdomain, before accepting the draft.

Describe the solution you'd like.

When opening the Draft Details, give the admin the option to modify the Public / Private comment and Domain fields.
