Is your feature request related to a problem? Please describe.
When the TAVILY API key is not set, the agent container doesn't deploy. This is the correct behaviour but the agent drop down is stil visible in the chat ui. The drop down should only become visible if the agent container was deployed.

Describe the solution you'd like
We should only conditionally show the agent as being available if the container was successfully deployed.
