A petición del ingeniero Jhon se requiere implementar notificaciones del sistema Titan por medio de la integración del api de notificaciones_mid.

En un principio la idea es que se genere un correo que le llegue a encargado de la nómina para informarle a este que la liquidación ha sido aprobada.
