noetic and foxy

Hi @wnowak,

could you do a release for ROS Noetic? The master branch compiles on Ubuntu 20.04 / ROS noetic.

For ROS2 (foxy), some changes are needed which I've pushed here: https://github.com/sthoduka/brics_actuator/tree/ros2
The variable name changes are unfortunate, but it's enforced (build fails). Will you create a new branch for ros2? If so, I can send a PR with these changes. I've only tested that it compiles, but haven't yet used the messages on the youBot etc.
