Describe the bug:

"Google Listings & Ads is now Google for WooCommerce" banner is cut off on mobile.

Steps to reproduce:

1. Open Dashboard on mobile with the banner active.

Expected behavior:

The banner should not be covered by the black admin bar.

Actual behavior:

The top part of the banner is not readable because it's covered by the black admin bar.

Additional details:

This was tested in an Android webview when testing Google for WooCommerce in WooCommerce mobile, but likely can be replicated on the web with smaller viewport.
