Description

actions/cache@v2 is deprecated starting February 1st, 2025. This causes the PR builds to fail.

Therefore this needs to be bumped to actions/cache@v4.

Steps to Reproduce

Send a PR. Observe the build fail with error Missing download info for actions/cache@v2
