Feature: date timestamp

hi, just a small feature request to show a last modified timestamp somewhere ^_^

• localized
• maybe it's small and shows the date in shortened form on the row somewhere (e.g. "9/18/2024" using USA localization)
• and on mouse hover it shows the fuller form with time, e.g. "September 18, 2024, 5:59pm EST"

Going back and looking at older BiS gearsets it can be helpful if changes have happened or if it's "still the same as I remember". Sometimes a new dungeon makes the changes obvious, but sometimes it's not always so obvious, and I think a date could really be helpful to clarify such things. thanks!

I'm able to get the backend logic working (including existing sets) but I'm not quite sure where to put this on the UI.
