Muting incoming audio isn't respected when new members enter call

Summary

I can mute all incoming audio for ppl already in the call, once someone new enters, they're not muted.

Steps to trigger the problem:

1. Be in a call
2. Mute incoming audio
3. Have someone join after you muted
4. Have them talk

Actual Behavior:

You hear them

Expected Behavior:

You shouldn't hear them

To be clear, There are two buttons: mute and deafen.
Mute controls your microphone (sound input), deafen controls what you hear (sound output).

In Preview nightly, the order was unintentionally swapped (#24761) which may be causing additional confusion.

The swap should be fixed in main later today.

Or are you seeing something different, where if you press the deafen button it does not actually deafen the audio?
