Error thrown with tree refresh button

Describe the bug

When clicking the refresh button in the tree views this error keeps popping up about the config but the config works for filter searches and so on.

Thanks for making this bug report, I kept intending on doing so but forgetting.

I get this error, I thought maybe it was from a bad config so I tried chucking in the one from a colleague on 3.1.1 who doesn't get this error, and it seemed to fix it for a few days, but then it started reappearing again.

It doesn't just happen when I press the refresh button, but rather just when the tree refreshes. And also if I have multiple vscode windows open in different workspaces, I might be working in zowe explorer in one window, then on another monitor I'll see that error pop up.
