Star Ports at NPC faction bases

Is there a way we can add terminals/dockmasters to the different NPC faction bases that would give the option to land there by checking to see if the player in question had the appropriate key? So it checks for the tag of the key item, then gives the dialogue option for them to dock at that location?

Jedi Temple
Sith Lake Base
Republic Base
Czerka Tower
Mandalorian Fort on Hutlar
