Bug introduced in 635367e (Add MSQ_SpikeControl with tests, 2020-10-04). As this is only used in SC_SpikeControl this was not found earlier.
The function was not working correctly in a lot of cases. So let's fix it and while at it, add some tests.
Only for CI testing.
