VERDI 1.6 alpha release

Release of VERDI 1.6 alpha created from the Shapefile Branch on 4/25/2016.

The top priorities before a public release would be:

1. Update the areal interpolation code (both calculating values and displaying the areas) to use GeoTools.
2. More testing of georeferencing issues. This requires some datasets with known, fully specified coordinate reference systems.
3. In combination with item 2, test and fix issues with other projections, like polar stereographic and world lat-lon coordinates.
4. Enable GIS layer customization, possibly using GeoTools UI.
5. Review issues with plot configuration options, including making sure options are applied to all plots.
