Description

This the port of #3735 for dspace-8_x

List of changes in this PR:

• Added alerts for the resubmission case (ack tentative reject, the review service requests a resubmission)
• To support PCI workflows the attribute profile is added to the signposting describeBy links (its presence is configurable via the backend)
