About the PR
This adds two paper reams to the Bureaucracy crate containing a wide assortment of coloured papers.
Why / Balance
This gives paperwork jobs more variety in the paper they can use, instead of (usually) only having access to white paper, white lined paper, and for legal jobs, brown paper with a warrant header.
