About the PR

Adds the paperwork hater stamp, a bright red stamp that lets you stamp "I hate paperwork" onto any paperwork you find.
The stamp will also set on fire any paper stamped with it, just like a lighter would.

Its available for 1TC in the "Pointless" uplink category, with a rare 0TC discount.
It is also available at a 5% chance in Bureaucracy crates.

Why / Balance

Indirect surplus nerf.
Thiefs can now gamble with cargo to complete bad stamp objective

Technical details

added a new stamp texture to the rsi, edited the upstream file for the bureaucracy crate to add the low chance of funny stamp.
